Changelings are shape-shifting humanoids. In default use, they can resemble other humanoids in appearance and voice, but cannot copy clothing or items. It is therefore a powerful narrative foundation for the spy, diplomat, fake identity expert, or multi-identity city citizen; Avarra's debt law gives this ability direct political consequences.

Changelings live most densely on the Mist Islands. They are not a single secret people, but communities of citizens who contractually govern multiple legal identities.
In succession law, the debts and crimes of each identity can be recorded separately; But some serious crimes committed by the body apply to all identities. Impersonating a face without permission is identity theft, and wearing the face of a dead person is a mourning ritual in some families.

Features
Shapeshift. As an agent action, it transforms into another humanoid appearance that maintains the basic body order. Their clothes and belongings do not change.
Legal Faces. The agent has three registered IDs. It has compelling documentation and background information for each.
Face Reading. Has advantage on Insight checks to detect humanoids' lies.
Actions
Multi Attack. The agent makes two attacks with the hidden blade.
Hidden Blade. Melee Weapon Attack: +5 to hit, range 1.5 m., one target. Hit: 6 (1d6 + 3) piercing damage. If the agent has advantage against the target, it deals 7 (2d6) additional damage.
Familiar Face (Recharge 5–6). If a humanoid within 30 feet fails a GM 14 Wisdom save, it mistakes the Emissary for someone it cares about and cannot attack against it until the end of its next turn.
