Locathahs are affiliated with different cultures in the River Throne, Tideless Lake, and the delta cities. It is not a single stateless fish nation.
They maintain their social ties through pools of water, scent, and shared swimming rhythms. Staying away from water for long periods of time creates cultural as well as physical isolation.
