Kobolds manage the elevators between floors, Gnomes manage the clocks, Locathah and Svirfneblin engineers manage the water. A strike by a single service can shut down an entire city.

Each level keeps a different time: sun above, shift bells in the middle, river rise below. Its freedom depends on no people monopolising those systems. Surface Gate, Hanging Market, Clock Step, and Wet Bottom make every strike a dispute between cities stacked atop one another.
