Port tax is more important than religious identity. The city is the mandatory neutral area where underground states trade even while fighting.

Neutrality is geography before ideology: Dark Harbor is one of few safe descents to the underground sea. Enemies must repair ships, take water, and exchange crews here. Four Ropes, Dark Bazaar, and Tide Court make the price of that neutrality visible.
