City of the canal council
Three Weirs is the council island that votes the year’s water direction. Root Market brings together reed boats, rice, and medicinal-plant cargoes; Floating Gardens represent the villages’ grain and seed rights. Water engineers do not merely dig ditches: they decide which village plants, which district gathers disease, and who can reach the capital by boat.
This year the vote to change a channel is unexpectedly tied. A small margin of error can enrich one village and starve another, making embankment masters, priests, and boat families the kingdom’s most powerful politicians.
