Black Seal Isles
At Black Seal, a coin’s value is not the ruler on its face but the stone that weighs it, the stamp that strikes it, and the payment chain behind it. A mercenary fights not for a crown, but for the day the seal remains accepted.
Black Seal Isles is a small but consequential island state built on dark volcanic rocks at the heart of open-sea routes. Its harbours are deep, its soil limited, and its farming poor. The cities therefore built wealth not by storing goods, but by converting different states’ currencies, weights, and payment promises into one another.
Island assemblies do not re-mint every international coin. They assay weight and purity, record the measure in which great debts must be paid, and make military wages recognisable even after crossing many ports. Money without the Black Seal is not worthless, but it meets sharper suspicion in great harbours, mercenary companies, and distant suppliers.
Right of seal
The central institution is the Weight Courts. When a state clips coin, lowers fineness, or delays a payroll note without cause, the Courts may declare its accounts “under-sealed.” The judgement can work without a warship: captains no longer know in what weight they will be paid, foundries refuse contracts, and harbours raise the risk price.
The Courts cannot wield this power alone. Assay houses, mint works, foreign-port delegates, and citizen assemblies inspect one another’s records. Vedalken measurement specialists, Gnome and Autognome mint engineers, Warforged worker-citizens, Khoravar sea houses, and later-settled Human communities all live inside that system. None is called the people of money; the seal has value because it rests on no one house’s word.
The wage chain
Black Seal’s importance appears in war. Varkesh may open credit and Winter Granaries provide supplies, but the island records make wages for thousands of soldiers acceptable across different ports and currencies. Great states therefore dismiss the islands while sending representatives to their assay houses at the same time.
No Black Seal army meets a crown that will not pay. Something worse may happen: its payment chain ceases to be trusted. Mercenary units demand advance wages, suppliers request foreign coin, and harbour masters load only for cash. Island neutrality is therefore often a quiet sanction.
83 AS: broken weight
In recent months the same underweight mark has appeared in two great armies’ payroll. One side calls it forgery; the other says wartime necessity made the change temporary. If the Weight Courts issue an under-sealed judgement, both armies’ payment systems may break in the same week. If they do not, Black Seal appears to have sold its measure.
