Black Seal Isles
In Black Seal, people do not simply count money; they listen first to its weight. A few clipped coins can disrupt an army’s pay and send hundreds seeking a different contract on the same night.
Island identity
Function: international standard for weight, fineness, and military payment. Population: 260–410k permanent residents; approaches 600k in contract and fleet season. Peoples: Vedalken, Gnomes, Autognomes, Warforged, Khoravar, and human communities are concentrated here. Government: Weight Courts, assay houses, and island assemblies.
Island logic
Dark volcanic ridges shelter small harbours from the wind; poor soil compels the islands to stay open to the wider world. Quarries, assay houses, and mint workshops join deep quays. Their strength is not hoarding metal, but recording where and on what terms that metal will be accepted.
Present fracture
The same underweight mark has appeared in the pay of two major armies. If the Court rules, both payment chains may break; if it does not, Black Seal will have admitted that its measure can be bought.

Shores of measure
Assay Houses stand as heavy stone buildings just behind the harbours. Incoming metal, coin, bullion, and payment writs pass through different hands here. Specialists do not pronounce alone: they sample, record, and wait for another house to find the same result. The city’s trust rests on no single measurer being treated as infallible.
Black Furnaces are mint and instrument workshops cut into basalt. Gnome and Autognome engineers develop precision tools here; Vedalken specialists audit long chains of calculation; Warforged citizens maintain the continuity of shifts. None of this work is written into a people’s nature: professions are learned through the islands’ open apprenticeship and civic order.
Three Wharves are the inhabited face of the islands. Khoravar sea houses, human quarters, ship workers, and foreign delegates live together there. A hired company asking to receive pay in another currency, or a captain raising a risk premium, is less news than daily negotiation.
The social cost of a seal
Black Seal’s decisions seem to be made far away, but their effects arrive in the street first. When wages become uncertain, provisioners ask cash up front, shipyards slow their work, and tenants cannot know whether the next shift will come. Island assemblies therefore debate not only the standing of great crowns, but the day on which a worker’s wage can safely be spent.
The islands do not regard neutrality as silence for sale. Accepting a record is a promise that the same record holds for a small captain as for a powerful state. When that promise breaks, Black Seal’s most valuable thing is not metal, but other people’s faith in its scale.
