Forty Bridges was built not upon stone but upon right of passage. Each island has its own granary, night bell, and bridge law; closing one bridge changes the balance not of two districts but of the entire river trade.

Forty small republics

The Founding Compact treats the bridges not only as engineering works but as forty equal partners. Poplar Bridge controls grain barges, Copper Arch craft freight, Seven Ropes passenger passage, and Reed Foot access for fishers and marsh peoples. The council seats one master, one carrier, and one shore witness for each bridge, so even a small island can stop a great guild.

The debate over a forty-first bridge strikes at that law. Its night-by-night construction and morning demolition may be more than sabotage: elder builders claim the river is cutting a new branch and that the compact was written on a current, not on stone.
