Blue Crown’s palaces appear on maps not as walls but growing reef. So long as river fresh water and sea salt remain balanced, coral halls expand; a wrong dam, toxic waste, or warship anchor can sicken an entire district. Its estuary-law dispute with Namaris is therefore about the water the city breathes, not only tax.

A capital grown from coral

Tidal Mirror is an air-pocket reception hall for surface envoys, Blue Boughs are living residential reefs, and Pearl Court hears cases of current and spawning rights. Coral masters, priests, and current readers all share authority because one repair can alter another’s sacred cove.
