The Seas of Avarra
Avarra's seas are not empty space: they are routes and taxes for surface states, home and law for sea peoples, and memory and boundary for deep powers. Water above a city is not an ownerless sky.
Different laws for the same water
Surface ports rule through routes, beacons, and anchorage; Sea Elves, Tritons, and Locathah through tides, spawning coves, and underwater passages. Where these systems meet, political crises can arise without a battle.
- Warships may not anchor in spawning coves.
- Some whale herds are travelling sanctuaries.
- Dumping necromantic waste is treated as worse than piracy in many ports.
- River mouths create shared-sovereignty disputes between Namaris and the Blue Crown.

Routes and risks
The Asteron–Nareth Strait Route is Ordan's principal military supply line. The Mist Chain promises safe passage and insurance but requires local pilots. The Southern Spice Route connects Odraka to Nareth; the Northern Ice Route works only during the short summer. The Deep Current is the unseen network linking underwater cities, the Coral Courts, and underground seas.
A "monster attack" is often a poor diagnosis: a kraken hunting ground, whale migration, elemental storm passage, or a herd displaced by magical waste can affect several states at once.
