Blue Crown’s palaces appear on maps not as walls but growing reef. So long as river fresh water and sea salt remain balanced, coral halls expand; a wrong dam, toxic waste, or warship anchor can sicken an entire district. Its estuary-law dispute with Namaris is therefore about the water the city breathes, not only tax.
