A vibrant capital city formed by a combination of stone islands, stilt quarters, floating platforms and underwater settlements. The map cannot be used without the seasonal date.

City ID

Function: river law, inland transport, fishing, diplomacy, and water magic. Population: 2.3–3.8 million; in flood season the quay districts briefly rise above that band. Peoples: Water Genasi, Sea Elves, Locathahs; Halfling, Human, Triton, Grung, and coastal peoples. Belief: Path of Flow.

Government and districts

Queen Samara rules as a temporary carrier of the basin alongside the Reed Council and basin delegates. Crown Current, Three Mouth Market, Sunken Steps, Dry Dock, Silent Branch, Pearl Gate, and the Shallow Gardens are as important as any street.

Crisis

Samara and the rivers slow together; Silent Branch shows signs of Stagnation, while the throne factions disagree over healing, succession, and an Ordan military-port offer.

Namaris is located by water level rather than a shore line. In the dry season the palace island looks like a solid core; in flood its surrounding districts unfasten and scatter into different branches. To besiege the city, holding its bridges is not enough—one must know which current supports each house, market, and even court.

A capital that moves with the water

Namaris counts boats, homes, and districts bound to its law rather than only people. Stone islands hold archives and temples but may flood another district if wrongly built; stilt quarters mark ownership, age, current tolerance, and permitted passage; floating neighbourhoods can move whole homes, shops, gardens, and courts; and underwater settlements make half the city invisible from the surface. Every map needs season and water level. An address names current, marker, hull sign, and district.

Crown Current is Samara’s mobile palace fleet, now alarming because it has remained still for weeks. Three Mouth Market is a constantly rearranged fleet of river and sea trade. Sunken Steps is the old underwater city, angry at surface taxation and underrepresentation. Dry Dock is the abandoned waterfront of people the river—and government—left behind. Silent Branch is quarantined: ripples persist, fish swim without moving, leaves do not drift, wounds stall, and underwater sound travels too far. Reed Council courts use water samples, sediment, migration, and current as evidence; Pearl Gate is the continuing boundary negotiation with sea powers.

Flow law and Samara’s illness

Flow Bells announce water state, travel, fog, contamination, and danger. Homes require release axes, spare moorings, flotation, lamps, child belts, and current ribbons. Children learn to float, untie knots one-handed, and recognise unsafe water. Water channels are marked for drinking, garden, industry, waste, or sacred inspection.

The central law is: water may be used, directed, and shared, but never owned. Poisoning it, building unlicensed dams, permanently altering flow through magic, blocking migration, moving quarantine water, concealing floods, abandoning a neighbourhood, or sealing underwater passage are grave crimes. Penalties remove mooring, water, boat, route, and basin rights. River Mothers protect communities; the queen is elected through the Seven Water Passages.

Samara’s pulse, movement, and the palace current slow together. Bond-Cutters seek a new election, Flow-Restorers want the river healed first, and Deep Throne advocates want a queen from Sunken Steps. Ordan offers engineering, grain, and protection for a permanent military port near Pearl Gate—an offer that would militarily control Nareth’s inner-river trade.
