Mazaros’s harbour is not one bay but seven seas that conceal one another. It can protect great fleets—and lose them: a bad guide can take a warship not into a shipyard but into a sealed cave or shoal. The demand for a common fleet is therefore a proposal to place every key to this labyrinth in one council.
