Odraka
Odraka has never been united beneath one crown. Its politics turn on who controls water and where herds may pass; on the same scale, dragon heritage is both a claim to authority and an argument against it.
Four geographic orders
Western stone deserts
Life gathers around oases, sand tortoises, and blue-dragon pressure. Water rights matter as much as military strength.
Central savannas
The Centaur, Orc, and Halfling caravans of the Endless Road treat migration corridors as sovereignty. A fence, mine, or fort can therefore be an occupation.
Eastern monsoon forests
The Rainclaw information markets, silk production, and sacred places meet the water and medicine networks of the Reed Dragon deltas.
Northern rift lakes
Volcanoes, long lakes, and water veins connect the Dragonborn states to sea trade.

Moving through the continent
No route in Odraka stays safe year-round. Monsoons close delta passages, skyhorn herds change savanna routes, and the fire calendar shapes both steppe agriculture and military movement. Caravans need local council permission, water rights, and herd-passage agreements more often than a fixed border document.
The continent's central question is whether law should be centralised or remain mobile. A system of measure and record promises security to some merchants; the Endless Road and many delta communities fear that fixing water, roads, and memory in place will choke life itself.
